Anyone aware of NGOs or non profits that will provide Starlink terminals to this population?

I do not know the answer to your question but if that is what I was looking for the first people I would call are rescue.org [1]. They have internet terminals for their rescuers and they go behind enemy lines and do some crazy dangerous stuff to extract people. If anyone had contacts for such a thing I would expect them to.
