Actually, studies in mice don't always pan out to humans. There are flaws in mouse studies and sometimes the results in humans are wildly different. But mice are cheap, bread readily, and are a great starting point for laboratory tests.

I have asked a friend of mine to bring some from Russia - it is available over the counter there under the brand names of "mexidol" and "mexiprim". Amazon.com search for emoxypine also yields a number of offers. AFAIK it is produced in Germany and is also available there under some brand name I don't know. No world-class credible research seems available but Russian and Chinese research says it is safe and helps brain to fight suffocation and oxidative stress. What the Wikipedia article says and my own experience is all I know about it. A friend of mine has told me he has taken too much of it (4 pills at a time) once and it made him very drowsy. I have never experienced any undesirable effects myself (because I've never tried taking more than 2 pills at a time probably).
I take emoxypine when I start feeling mild yet chronic feeling of suffocation during summer heat peak weeks. Walking in the woods helps even better but I don't have time to just walk there all day long. This happens to me every summer since my very childhood. I am not really sure if it actually works or if it's just a placebo effect (unlike to piracetam - I am absolutely sure piracetam effect is real).

They had a change to a completely incompetent government who wouldn't know how to spell 'nuclear' let alone fathom the scientific research and economic and political strategy required to run such a program.

Ease of use
- A payment over a social network would be relatively seamless, particularly if you believe that apps allowing for rapid transfer between cryptocurrencies will be feasible (they are to some degree already).
Sports do not all benefit equally from PEDs. The requirement to demonstrate high level muscular endurance over such prolonged time periods makes the relative benefits to cyclists very high.
This is different to most sports where you are less likely to grossly manipulate the factors contributing to optimal performance with PEDs. Or at least not be able to manipulate them enough to be out of range of talented non-users.
Doping can improve speed, strength, endurance, agility and recovery from training and injury. Those can be decisive advantages, even in relatively skill-based sports. They can't turn you into a top performer, but they can push you over the edge from good to great.
I think that many sports just aren't looking very hard for dopers. We know that steroid and HGH use has been rife in baseball for many years, because the MLB was forced to implement a serious testing regime after Jose Canseco blew the whistle. Golfers would likely see a similar benefit in terms of explosive power, but the PGA has the bare minimum of anti-doping controls. A suspiciously large number of golfers have returned from the winter break with an extra 15lbs of muscle and 10 yards on their drive. Soccer places high demands on aerobic endurance so players could benefit enormously from EPO use, but FIFA's testing regime is remarkably weak.
