Workers do decide on things such as the minimum wage, through voting. If a business wants to offer more pay to attract more employees, that's their call and their right.

That's a much weaker form of decide. A vote only means at least 50% of voters wanted it, so you can only say with certainty that there's a 50%+ chance that any given voter wants it. Whereas if a worker has chosen to work for a particular salary, there's a 100% chance he's chosen that as nobody else can make that decision for him.
