The article mentions the Leica Builder T100/T200, a quick Google shows that there are several used ones available on eBay for about £600 here in the UK, so they are not exactly restricted devices...

If they tempered with the device to give inaccurate measurements it would be quickly detected... an hidden tracking device to see where they are used in Taiwan? But that implies that they knew which specific devices would eventually be sent back to the Taiwanese military.
I’m sorry but if the people who repairing your off the shelf equipment are in China they already know how it works, otherwise how would they repair it? The claim makes almost no sense. Is there an export ban to China from Switzerland? How do we know the Chinese aren’t already using it. This is a common device used in construction world wide. Did they think they are the only users?
