Not really because horses are expensive. They eat even on days you don't use them. Miles per hay bale needs to be asked about. Those using a horse already wanted a faster one. Most people would not have found a fast horse better. Henry Ford gave the people faster transport that they could afford.

You can still, to this day, make considerable money selling faster horses.
