Looks like the Vice President wrote this in 1993 and it was released to the public in 2011.

I do wonder why it was apparently only approved for release all those years later.

Ah thanks. I think I was confused by the “Approved for Release 2011” in the PDF that OP provided but now I see that that might have just been for the PDF and not the document overall.
