These wankers are already optimising to pay as little tax as possible in their home state. Hence, what does it matter if they threaten to leave or not? They'll STILL be paying as little tax as possible.

because zero is the smallest non negative number. other numbers are bigger and so if someone pays a tax the government can spend the money.
